What does the "strategic arm" mean? It is not strategic arms (weapons). Please help!?

This phrase is used in the context of nternational politics. Can anyone paraphrase it for me? I thought "arm" means power or authority, but could not figure out the meaning when the word is combined with strategic. Thank you very much.
