My husband & i are professionals at a State in-patient hospital setting?

for children with emotional and behavioral issues. Many are aultive and impulsive. Newly appointed administrators with no children's experience, keep making changes, causing an already low staff morale to worsen. Changes were needed, & those employees who work directly with the kids have great ideas, but those who sit in cushy offices with almost no contact with kids, keep making decisions that make the hospital less safe for kids and adults & will not allow imput. So many of us want to make our anger & frustration known to people outside of the hospital but are afraid of losing their jobs. The union is not an option since there are no union violations. Any suggestions?
