Jerky steering after towing 96 Explorer?

I have noticed this when towing my explorer, I have checked and I do not have any leaks. I had breaks worked on and had same problem when I got it back, it does go away, I also noticed on the express way the wheel vibrated so bad I thought I had a flat tire. Any advice?
