If the Washington Nationals show that they can compete this year could the signing of Pujols be more likely?

They already have a dangerous lineup (Willingham, Zimmerman, Dunn), you add a productive Harper to that and that's plenty. No, what the Nationals need is solid pitching and depth. You add a couple strong relievers a solid 3/4 slot starter and some roleplayers in the club and they'll be contending.
