How to set up installment agreement with IRS and how can I lower my tax bill?

I owe IRS $9100 including penalties... and state tax about $4000+. Right now I am making about $2100 a month and I am on 1099. I pay my health insurance, auto insurance rent, food, and my husband is unemployed. I want to settle this so I can have better sleep at night
